Cannot Teleport and get pang buffs

Hi. I just recently made a 2-window log-in on different characters and had one go to a dungeon. Next thing you knew, the character that went to the dungeon suddenly went out and got teleport and pang buffs disabled for me. It told me to wait like (rounded off) 9 days for me to teleport from one region to another? Is this an issue with the anti hack or something? Need help.
