The green color shout has been given to players with the Premium status. You can buy a Premium Scroll from the Vote Shop (3 days), from the Red Chip shop in Flaris (1 hour / 1 day, I would not suggest to do this) or from Collecting (1 hour). Many players sell 1 hour premiums for a low price in the market.

You double click it, so it becomes active. Then all your shouts are in the green color automatically. You also receive nice bonus stats from it.
