There's a bug with re-stat where it doesn't let you use it, I don't exactly know why it happens, maybe its after using it a lot or something but if you do have this bug and cannot re-stat there is a simple fix.

take the re-stat and put it in one of the F Slots from f1-f9 and press the corresponding button and you can use the re-stat.
