I know this is a fairly common problem and seems to be random in terms of actual occurrence. I have found (and this may not work for everyone) that if you're playing under 64bit Windows 7 if you open the skill window at level one then kill your first monster the bug magically goes away (tested on three new characters.)
This will ONLY work if you have the skill window open WHEN YOU LEVEL UP!
Another solution is to wait until level 70-72, I've noticed the skill window sometimes unglitches between those levels as well (tested on RM and Elementor.) I am NOT bullsh*tting you guys with this, it DOES work. If anyone else has solutions, post them!
