Since this is in Visayan (Bisaya) language.
Allow me to translate it for our fellow forum readers.
Forward: Who lives in Gensan (a southernmost City in Philippines) that has FD Items, PM me I'm buying. Gensan Area.

In addition to Sloenn's translation, it is not directly against the in game rules to buy RP. Depends on what you are going to use to pay for the RP.

Buying anything for currency is against the rules. Items/RP or anything else. RP is counted as an item, therefore it is against the rules.
