It's an item which can be bought at [Red Chip Merchant] Wafor for 50,000 red chips or 5 RPs. It can also be obtained at the collecting area. When used, all the red chip that drops will go directly from your inventory. It lasts for 72 hours and the time won't decrease when you are logged out.

In addition to above post, it will also automatically pick-up perins and place to your inventory.

You still need a looter pet with an awake of +3 lucky box for the drops to increase.
