This guy just tk'ed me then he steals my boss. What is the sanction for this kind of behavior?

You mean PK'd? Because PK at server 1 is completely legal. I don't think there is something wrong with this case because he killed you first then killed the boss after. I don't think that this is classified as a kill steal. Unless he didn't kill you or you are in the same party and he killed the boss which you are attacking. The competition at stake on hunting meteonyker is rather high. You have to be ready for PK if you want to hunt. Unless you hunt meteonyker at server 2 where PK is not allowed.

The only way of killing players there is by using AoE skills, I believe. Otherwise you will recieve a green message saying that PK in that particular area is not allowed. That means that as a Crackshooter you do not have any chance of responding to PKs.
