is the 4800% CriticalChance is for PVP or PVE or BOTH? if u have 4800% CC does it mean u can say 100% hit rate for pvp or pve or both?

Mostly for PvP. I don't think you need CC for PvE. It doesn't matter, really. And nope, there is no such thing as 100% hit rate. But reaching 4800% CC will sure help in raising your chance of hitting players.
