Yes. It is not shown in the character screen because Hit Rate is essentially just your chance to not hit the enemy. What is shown in the character screen is just the static Hit Rate, and your actual hit rate is always going to be capped in this server because of the ridiculously high DEX. All Hit Rate does is to avoid misses. Blocks work differently from Hit Rate.
Alright, I don't have a lot of time so I'll give you a short explanation. Block is divided into two factors, static block rate and DEX based block rate. Your DEX based block rate is determined on your DEX
compared to the enemy's DEX. If your DEX is a lot higher than his, you are going to block and hit him more often. So, if you have 7k DEX and your enemy has 5k DEX, your DEX based block rate is going to be high, and your enemy's DEX based block rate is going to be low.
The second part, the static block rate, is the block rate you see in the character screen. This includes all the Block Rate from set effects and so on. Your actual block rate is your DEX based block rate added with your static block rate. This basically means the static block rate is unaffected by DEX. In this server, crit rate is added to your DEX based block.
