Note that Silent Arrow only works on skills consuming MP

It does work, I tried it this morning and it works just fine there is a percentage of success if it will land or not but it works perfectly fine

Jeffrey, please read carefully. Silent Arrow only works on/against skills consuming MP, which includes Asalraalaikum and Lightning Bolt.

It does work. Try again. There is a chance of failing when landing on the hit, and make sure that you don't die right after you cast it.
You don't really want to manually upgrade your skills XD Use the command that maxes all skills instantly. Note that it costs 100 perins.
