To upgrade a cloak, you have to use the Premium Command for upgrade. I think it's somewhat like /premiumupgrade

In order to upgrade it, you will need to have Premium status in your character. When you have that, put the cloak/fashion you want to upgrade in the 1st slot of your inventory. After, type /PremiumUpgrade and it should now be +10.
