You can use the Premium Upgrade feature using the command /PremiumUpgrade. However you will need a Premium 1hr or 3D to be able to use this command.
For the Dota weapons, they can be found in Colosseum Treasure Boxes. You can buy these boxes and keys at Coloseum Manager's for Colosseum Chips. The chips are dropped by the monsters inside Colosseum.

In addition to this, make sure the item you want to upgrade is located in the first slot of your inventory when you type /PremiumUpgrade.
