Are the couple and party skills that increases a drop rate also affects the drop rate of red chips?I know this is a stupid question I just want to make sure

Couple skills don't, but one of the party skills do. I believe it has a 2x in its logo.

it's that trues the couple skills like 50% drop rate has no effect?!

I dont know if this is out topic but how to make my party level up?I mean i already used all of party enhancing scrolls to level up my party yet my party is still on level one i want to make my seraph(Lvl175) and my arcanist(Lvl130)a permanent partners in party but as i said my party is still on level 1

Yes, at least that was the result of my tests. However this does only apply to one of the skills- the one that increases the drop rate itself. There is another party skill that gives you an additional Lucky Box drop, which is the skill that RC farmers use.
@markflores9109: The difference between your Seraph and Arcanist must be 20 levels or below. That or you use a Level 1 Vagrant instead of your Seraph.
