Hello so i am new to the server.

i am just here to ask why is the crit chance maxed at 4800%?

im planning to build a pve crackshooter so as far as i can remember adoch or icd is what cracks benefit the most.

so whats the purpose of very high crit chance?

Well the Critical Chance is probably maxed at 4800 because of PvP Crackshooters. Probably so they cant shoot 2 arrows and 2 hit a templar without missing.

Tentacion pretty much said it right. Though I can't guarantee on what he said about 2 arrows and 2 hit a Templar. Not really sure about that. But he's right about the CC for PvP purposes. That's pretty much that reason why you want to have max CC. It doesn't really matter if you are just doing MC or boss hunting.
