Windfield cooldown?

Anyone know if there is some new cooldown on Windfield and other directed Arca/Ele skills?

I am trying to farm questies in Azria and once i use Windfield I need to wait a few seconds before my character casts again. It isn't an official cooldown however the character runs up to the mob then just freezes for about 3-4 seconds before casting again. Am I the only one having this issue or is this some new addition I am not aware of?

Doesnt happen using EVA storm but in areas like Traseia and Azria it is really frustrating. I appreciate any response

It can be a glitch with Windfield, but since it can create a lot of graphical effects, the skill can cause some delays. Turn off BG effects and see if it works
