Anyone knows much about the Hit Rate or breaking the Missing or Block melee hits and what class is the best for icd that can hit a lot and which has a good block breaker

Basically you don't look at a class' Block, hit and dodge rate. In fact, Templar has the highest block and dodge. Either way Slayer, Seraph or Crackshooter is the way to go.
