What do you think is stronger. A slayer with FD ICD or a slayer with Full PvE but with Non Donor Kalgas/Black Items?

Have you tested it out? Im really thinking of dumping either my slayer fd or pve stuff coz fd + pve isnt very satisfying coz of the 1 dmg constantly happening.

1 dmg keeps on happening because you have too much PvE. I mean for MC, I don't think that matter a lot. But for colo and some bosses, it does. So try switching some of your PvE to ICD.
