You dont need to wait until your lvl 130 to open the Skill Tree. You only need to use /skilllevelAll and you need to have 100 Perins to unlock the Skill Tree.

neko, i was able to start farming with my elementors at lvl 70+ then have to wait until lvl 130. the key to unbugged the skill tree is with /skilllevelAll and 100perins Neutral
