both characters losing health over time

I'm just wondering why my characters have started losing health over time.  It started in Traseia and continued even just standing around in flaris.  I tried relogging, restarting client, and am a bit frustrated at this point.  What's the fix?

After examining the numbers closer, seems like it keeps dropping back to a little over 2mil health... 2.3ish?

Do you have/use rarity on the armor/I? If so then that might be the reason for it... stupid rarity bug q.q currently there is no fix since it depends on which items you are using
