You cant buy a "Name Change" for your character or forum name.
But you can buy a "Guild Name Change" in the Item Mall on the website for 5DP or 15VP. Or just buy one in game from players.

No sorry, you cant. Only way i guess to change name is if ur characters name isn't acceptable on the server. They might give you a scroll to change it or just ban you, who knows.
